CARES Act

(HEERF I, II & III)

The Department of Education (DOE) required each institution to sign the funding Certification and Agreement and submit to the DOE. Each institution is required to report regularly how the funds were disbursed to students, and the eligibility criteria for student eligibility.

1. Golden West College has signed and returned to the Department of Education the Certification of Agreement with the intention of using 50% of the funds received to provide direct assistance to students who have expenses related to the disruption of campus operations due to COVID 19.
2. Golden West College has received  HEERF I, II, and III funds from the Department of Education as direct assistance to students.  Below is the breakdown per HEERF allocation:
   • HEERF I - $2,159,071
   • HEERF II - $2,159,071
   • HEERF III - $8,871,914

1. Spring 2020 student eligibility criteria:
   • 19-20 FAFSA completed & submitted
   • EFC (Expected Family Contribution) between 0 to 500
   • Disbursed a Pell Grant from GWC
   • Remaining unmet need of at least 2775
   • Enrolled in 6 units minimum
     • Online students prior to the campus closure are not eligible
   • Complete and submit the CARES Act Self- Certification Form.
     • Emailed to students who met the eligibility criteria
2. Summer 2020 student eligibility criteria: Students may fall into one of the following 2 groups for summer eligibility:
   • First Group: Continuing CARES Act Grant recipients from spring 2020 may be eligible, if they meet all of the following:
     • Enrolled in a minimum 6 units at GWC
     • Meet Student Academic Progress for summer 2020
   • Second Group: must have been enrolled during spring 2020 and completed the term. In addition, the following criteria applies:
     • EFC (Expected Family Contribution) of 1 to 1000.
       • This is determined by the 19-20 FAFSA
     • 19-20 FAFSA submitted
     • Disbursed a Pell Grant from GWC
     • Enrolled at GWC for summer 2020 in a minimum of 6 units
     • Meet Student Academic Progress for summer 2020
     • Complete and submit the CARES Act Self Certification Form.
       • Students who meet the criteria will be emailed the link to the form. 
3. Fall 2020 student eligibility criteria:
   
   • Returning students who received CARES Act (HEERF I) during Fall '20 and/or Summer '20
   • 20-21 FAFSA completed and submitted
   • EFC (Expected Family Contribution) is 0-500
   • Pell Grant disbursed from GWC
   • Enrolled in a minimum of 6 units 
   • Remaining unmet need is less than 2775

*Special circumstances on award amounts/eligibility may be made based off available funding for homeless students.

Students who meet the eligibility Criteria, are notified via their student email and are provided the link to complete and submit the Self-Certification Form.  The form is an online form, which will allow the student to answer questions regarding their eligibility.

Once submitted, it will automatically be sent to the Financial Aid Office. Students will then be awarded the CARES Act Grant according to their eligibility.

• Student may view their award amount by logging on to their MyGWC account.
• Students are emailed a Financial Aid Revised Award Letter, reflecting the CARES Act Grant to their student email.

Total CARES Act (HEERF I) disbursed as of 12/10/2020 = $2,159,071

• Total number of CARES Act Grant recipients = 1,122

1. Spring 2020 CARES Act student award allocation:

• • Full-Time Students (12+ units) = $1500
  • Three Quarter Time Students (9-11.99 units) = $1000
  • Half-Time Students (6-8.99 units) = $500

2. Summer 2020 CARES Act student award allocation:

• • Full-Time Students (12+ units) = $1000
  • Three Quarter Time Students (9-11.99 units) = $750
  • Half-Time Students (6 -8.99 units) = $500

3. Fall 2020 CARES Act student award allocation:

• • Full-Time Students (12+ units) = $1500
    • Additional $550 awarded if full time status after Pell Grant Recalculation Date (Freeze date)
  • Three Quarter Time Students (9-11.99 units) = $1000
    
    • Additional $275 awarded if three-quarter status after Pell Grant Recalculation Date (freeze date)
  • Half-Time Students (6 -8.99 units) = $500
    
    • Additional $100 awarded if half-time status after Pell Grant (Recalculation date)

1. Spring '21 Eligibility Criteria:
   • 20-21 FAFSA Application submitted and Completed
   • Enrolled in a minimum 12 units (full-time)
   • Pell Grant Disbursed from GWC
   • Must be first time CARES Act Recipients 
2. Summer '21 Eligibility Criteria:
   • Returning Spring '21 CARES Act 2 (HEERF II) Recipients.
   • Enrolled in a minimum 3 units at GWC
   • Summer Pell Grant Disbursed from GWC
3. Fall '21 Eligibility Criteria:
   • 21-22 FAFSA Application submitted and Completed
   • Enrolled in a minimum 12 units (full-time)
   • Pell Grant Disbursed from GWC
   • Must be returning CARES Act II recipients from spring '21
   • Full Time enrollment = $3500
   • Three Quarter Time enrollment = $2500

**Professional Judgement can be made for a student who may have received CARES Act 1 (HEERF I). Students may inquire with the Financial Aid.

   • Dream Act Application submitted and completed and enrolled full-time

*Full Time status will be granted as determined by DSPS regulation guidelines.

2. Priority Group 2 – will be considered after Priority Group 1
   • 20-21 FAFSA Application submitted and Completed
   • Enrolled in a 9-11.99 units (three-quarter)
     • Award amount = $2500
   • Enrolled in 6-8.99 units (half-time)
     • Award amount = $1500
   • Pell Grant Disbursed from GWC
   • Dream Act Application submitted and completed
     • Enrollment and awards based are same as listed above.

3. Priority Group 3 – Will be considered after Priority Group 1 and Priority Group 2
   • FAFSA submitted and completed
   • Full Time Enrollment (12+ units)
   • Acknowledgment Form signed and submitted
     • Award amount $2,000
   • Financial Aid File Packaged and Non-Pell Eligible
   • Must meet Student Academic Progress (SAP)

3. • Full Time according to International guidelines
   • Acknowledgment form signed and submitted
     • Award amount $2,000

Spring '22 Eligibility Criteria:

Priority Group 1 will include late start classes that begin as of March 14^th.

As of April 11^th
Priority Group 1 will include late start classes that begin as of April 11^th.
