California state law requires that residency classifications shall be determined for tuition purposes for each student at the time applications for admission are accepted and whenever a student has not been in attendance for more than one semester. The initial residency classification is determined based on the answers provided when the student applies for admission. Non-resident students looking to be reclassified as a California resident may file the Statement of Residence form along with two proofs through the third week of the semester to request a review of their residency status.
The burden of proof to clearly demonstrate both physical presence and the intent to establish California residence as well as financial independence lies with the student. Admissions and Records reserves the right to request additional documentation from a student in an effort to determine California Residency for tuition purposes. A Residency Reclassification Petition must be submitted no later than the third week of the semester for consideration. The Residency Reclassification Petition consists of completing the CCCD Residency Reclassification Petition / Statement of Residence Form and providing two documents from two different categories on the CCCD Residency Determination Checklist dated prior to the residency determination date for the semester in question. Final residency determination and notification shall be made via student email within fourteen (14) calendar days of submission.
